EBRJ: Access denied when using CrmCommonReferenceService webservice getEntityList invoke

Customer had created the custom Objects UnitDetail_C and he is unable to invoke the Custom object through SOAP WS, but able to view the same through REST API.
ERROR

"access denied ("oracle.wsm.security.WSFunctionPermission" "htp://xmlns.oracle.com/apps/custom/extnService/CustomReferenceService#getEntityList" "invoke")".
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Open the SOAP UI --> Paste the Custom Object URL and click on getEntityList()

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot use web services to update/get custom object details.
