Unable to send notification to multiple "To" addresses using the Notify activity (Doc ID 2430443.1)

Symptoms

When configuring the Notification activity with multiple To addresses separated by a comma (i.e. test1@oracle.com, test2@oracle.com), the following error will occur at runtime:
