Symptoms
When working within the Oracle Content and Experience Cloud, the user was not able to upload a file using REST API from within the SOAP UI. The user is seeing the following error:
StatusCode=-32
StatusMessage=Network message format error.
StatusMessageKey=!csNetworkMessageFormatError
