User Management Portal Not Showing Newly Saved Role Assignments.

When Edit User and add new roles as per Oracle documentation https://docs.oracle.com/en/cloud/paas/integration-cloud-um/integration-cloud-user-um/assigning-correct-user-roles-create-instance.html, the updates fail to save.
