Candidate is matched to a Requisition through TCC or Web Service Call - operation update or merge.
In the history for the candidate, the Job-Specific Capture Resume Acknowledgement, New Candidate is triggered.

Candidate should receive Job-Specific Capture Resume Acknowledgement, Registered Candidate.
Changes
The problem happens for TCC or Web Service imports that match a Candidate to a Requisition - update or merge operation.
The problem only occurs when Allow Integration Sending Emails setting is YES
