Symptoms

User W is Manager of User A and User M which makes User A and User M as peers. User J reports to User A.

Case 1: Used delegate to User M, Result No error
When the expense report is delegated it doesn't give any error.

Case 2: Used reassigned to User M, Result:error
User A has vacation period enabled and reassigns to User M.
User J submits expense report. When User M tries to approve it gives error. Invalid action on workflow task or user does not have privilege to perform this action


Case 3: Used reassigned to User W, Result:error
User A has vacation period enabled and reassigns to User W.
User J submits expense report. When User W tries to approve it gives error. Invalid action on workflow task or user does not have privilege to perform this action
