User IDs showing in Enterprise Contract Notifications instead of user name

As part of the contracts approval process, notifications are generated which advise the approver when a contract needs to be approved and also confirms to the buyer when the contract has been approved.

Within each of these notifications however, the from and to fields are populated with the users User ID and not the user name as expected.

This issue appears to be specific to Enterprise Contracts, as notifications in other areas such as sourcing are showing correctly.

FYI - the client has elected to create numeric values as the basis for a user's ID.

The issue can be reproduced at will with the following steps:
Contract: 20000002
 – 22/06/2018 @11:46am BST
Contract created and submitted for approval
Email Notification shows From and To fields as numeric values – which relate to the User’s

Assignee and From showing the user id instead of username

The issue has the following business impact:
Due to this issue, users cannot see the username of the user
