Unable To Create Payroll: While creating a new Payroll definition, Default payment method is mandatory in the setup for US LDG where as the field is not mandatory for other LDGs (Doc ID 2431434.1)

Goal

I. While creating a new Payroll definition, Default payment method is mandatory in the setup for US LDG where as the field is not mandatory for other LDGs.
When tried by creating a dummy Organization Payment method to assign in the Payroll Definition, the dummy Org payment method is not visible in the search area.
When tried creating Payroll for other legislations else US, Payroll got created without giving payment methods.

II. We have made change in Setup and Maintenance -> "Manage Features by Country or Territory" for Legislation Code: US / for Selected Extension : Payroll and Address Style : Supplemental Extension and Reporting Address
we changed to Selected Extension : Human Resources or None and Address Style :Postal Address

After the change the default payment method is not mandatory and we are able to create the payroll definition.
Can you please let us know this particular setup change would impact anywhere in the system and if we have to verify any other setup or screen to understand the impact of the change ?
