Symptoms

On : 11.13.18.02.0 version, CX Integration

Getting an error in the SOA instance for the business event when creating a lead.

ERROR
-----------------------
oracle.fabric.common.FabricInvocationException: Unable to invoke endpoint URI "https://oicdevic-attbusinessmrkt.uscom-central-1.oraclecloud.com:443/ic/ws/integration/v1/flows/osc/ATTLEA_CREATE_OPPORT_OSC_ROME/1.0/" successfully due to: javax.xml.soap.SOAPException: javax.xml.soap.SOAPException: Message send failed: Connection timed out (Connection timed out)

STEPS

The issue can be reproduced at will with the following steps:
1. Create a lead
2. The error is found in the corresponding instance of the public event handler

The issue has the following business impact:
Due to this issue, the ICS integration is not working.
