Can't Apply Multiple Promotion Codes (Doc ID 2431991.1)

Can't apply multiple promotion codes on checkout page, even though the items qualify for them. Only one promotion code is having effects on the order.

The issue can be reproduced at will with the following steps:

1. Log to the storefront
2. Add a product to cart
3. Proceed to checkout page
4. Apply 2 promotion codes. Only one of them is having an actual effect on the actual order amount.
