Order Submitted date not in correct time zone on Production

We have time zone configured on our production environment (GMT + 5:30) but the order submitted date is being captured as GMT timing

1) Customer Time is IST (GMT+5:30) - Order sumitted at 3:21 PM, IST.

2) Order Submitted date: shows as 2018-07-25T09:51:00.000Z
