TCC: Candidate's InclusiveLastModifiedDate field is not always updated as expected (Doc ID 2432588.1)

Symptoms

A Candidate export with  Candidate,InclusiveLastModifiedDate in a LRD (Last Run Date) filter did not export records that were expected to be exported.

Steps to reproduce

  1. Build an integration export script using Candidate,InclusiveLastModifiedDate as a projection.
  2. Log into OTAC zone and perform modifications on a Candidate's Job Submission
  3. Run integration export script and confirm Candidate,InclusiveLastModifiedDate that changes do not always cause the field to be updated to the current date/time as expected

Note: If the date/time in the field is not updated when a change is made, then that change will not cause the candidate to be in export results if the export uses this field in a LRD filter.
