TCC: Accept Job Offer Fails with no detail (Doc ID 2432893.1)

Symptoms

 A TCC import on the Offer entity using the  accept-offer  operation fails with no reason specified.  For example the import result file contains something like this:

"Index","Identifier","Status","TransactionType","Result","Message"
"1","EXAMPLE-57456","error","offer.accept.offer",,";
