Overhead Only Timesheets Will Not Clear From P6 EPPM Approval (PM) Tab

Symptoms
ACTUAL BEHAVIOR
Timesheets Will Not Clear from P6 EPPM Approval Tab (PM) when a timesheet with only Overhead Time, that is not project related, still appears in the "Actions Required" list - no matter how often it is approved.
EXPECTED BEHAVIOR
Timesheets should be removed from the PM Actions Required list after approval.
STEPS
The issue can be reproduced at will with the following steps:
- Launch Team Member.
- Click on Timesheets tab.
- Click on Add / Overhead Time.
- Select Overhead Time Code.
- Enter the hours.
- Click Submit.
- Launch P6 EPPM.
- Click on the Approvals tab / Timesheets.
- Highlight timesheet and Approve.
- Save changes.
- Exit Approvals and relaunch.
- Observe the timesheet is still present under Actions Required.
