Not able to import Partner Contacts

You have imported a Partner and you want to import Partner Contacts, but you are getting error "You cannot make this person the preferred contact for this organization because a valid relationship between the person and the organization does not exist. (HZ-120136)"

Check the file attached

Import should work with no issues

The issue can be reproduced at will with the following steps:
1. Login to Sales Cloud
2. Navigate to FSM -> Manage file import
3. Run an import job for PCI => Errors out

The issue has the following business impact:
Due to this issue, users cannot load PCI data.
