PJF: Ability to Back Date Burden Schedule Versions

Goal
We would like the ability to set the date of a burden schedule version earlier than the date of the last calculated burden expenditure item that used for that schedule. See an example outlined below:
i. Burden Schedule Version 1 at a 50% rate is set up to calculate from 1/1/18 to 2/28/18
ii. Burden Schedule Version 2 at a 55% rate is set up to calculate from 3/1/18 to 4/1/18
iii. On 3/22/18, a user realizes that Version 2 should have taken effect on 2/1/18 instead of on 3/1/18
iv. The user cannot change the effective date of Version 1 to reflect this, and therefore must manually calculate how much burden should have been generated and then make a bulk adjustments per impacted project appropriately.
v. This need to manually recalculate the amount of burden that should have been generated from 2/1/18 to 3/1/18 is the issue at hand.
For the recalculation of burden expenditures, instead of seeing one expenditure line with the net impact of the change, we would like to see one negative expenditure reversing the incorrectly calculated burden and then one positive expenditure to reflect the new schedule.
