On : 11.13.18.05.0 version, Set Up Benefits
When attempting to delete the periods on the program,
the following error occurs.
ERROR

You cannot delete a parent record when child records exist.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Navigate to program
2. On the Year Periods
Try to delete a record
