When Adding a Field Issue, Item Masters List Not Included In Items Pick List

Information in this document applies to any platform.
When trying to add a Field Issue in the web, no items appear in the list.
When trying to add a Field issue, the items would pull from the Item Masters list as the mobile app allows with the Item Type field.
The issue can be reproduced at will with the following steps:
- In project Summary & Settings, Field Setup add Item Masters but no Items
- Go to Field Issues and Add an issue
- In Add issue dialog, after selecting Type and Area fields, Item selection dialog has no items
