Unable To Create An Automatic SR From Account Email Id Only Without Adding Primary Contact (Doc ID 2434403.1)

When we created an account with an email id and sent a mail to Email channel to create SR,its not created.
But when added a primary contact with an email id to same account and sent an email,SR is created.

How to send email by using account email id only without having to add primary contact?
