[OCI-C LBaaS] Load Balancer Cannot Connect to Server Pool, Not Accessible from Outside (Doc ID 2436411.1)

Symptoms

 Having used the quick start process to setup a load balancer, connections are not being made.  Origin servers and backend sets have been provided and correctly configured.  But curl access to the load balancer yields an empty reply as shown below:

Additionally, the load balancer access logs show HTTP 502 errors.
