SOAP adapters fails test connection with Invalid UTF-8 encoding

We are having issues with SOAP adapter, whilst trying to create a Trigger using WSDL and XSD.
After uploading WSDL and XSD, when I try to test - it fails with the following message

"Unable to test connection "INFOCUS_WMSSERVICES". [Cause: CASDK-0002]
CASDK-0002: Unable to access the host Invalid UTF-8 encoding.
Invalid UTF-8 encoding."



However, using the same xsd/wsdl, we are able to get this working in a different ICS instance.
