ACTUAL BEHAVIOR
---------------
Attribute survivorship rules are not working as expected. The value with higher confidence is not being selected for the master record.

EXPECTED BEHAVIOR
-----------------------
The attribute value with the highest source system confidence should survive on the master.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Sign-on to Sales Cloud application
2. Navigate to Setup and Maintenance -> Manage Administrator Profile Values -> ORA_ZCH_SETMASTER and set to "Select the oldest record as master"
3. Navigate to Setup and Maintenance -> Manage Source System Confidence and setup the Source System Confidence for each attribute for each Source System Code
4. Navigate to Setup and Maintenance -> Setup and Maintenance -> Manage Survivorship Rules

5. Create new organization with lower Source System Confidence
6. Create new organization with higher Source System Confidence
7. Merge the two organizations; the higher Source System Confidence is not surviving

BUSINESS IMPACT

Due to this issue, users cannot merge the correct attribute values from different Source Systems.
