[EEJM] MSS Manage Direct Report > Reassign To > Search does not allow Person Number Only search

There is no person number only search in MSS Manage Direct Report > Reassign To field, when we pick a direct report and change their manager.

The delivered search has many issues. In Name, we have to start with Last Name. Also, in advanced search, even when we add person number it still requires to enter addition search fields in the search.

This does not happen when we search employees in My workforce.
In My Workforce we can search by person number and any portion of a person's name.

Can we make the MSS person search same as My Workforce person search?
