SQLNET.ALLOWED_LOGON_VERSION parameter has been deprecated in 12c and has been replaced with

SQLNET.ALLOWED_LOGON_VERSION_SERVER=n
SQLNET.ALLOWED_LOGON_VERSION_CLIENT=n
