On : 11.13.18.02.0 version, Learning Foundation

ACTUAL BEHAVIOR
---------------


An employee searches for a video and is able to view it. However, he/she does not have access to report a video. A manager searches for the same video and is able to view it as well as report the video. An employee and a manager, both are able to report a tutorial.

EXPECTED BEHAVIOR
-----------------------
Employee should be able to report a video.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Log in as a Learner and search for a Video
2. Open Video and do not have ability to report it
3. Log in as Line Manager and search for a Video
4. Open Video and have ability to report it
