On : 11.13.18.02.0 version, Accounts, Contacts, Households

ACTUAL BEHAVIOR
---------------
Changed the address labels on Address Format for Ecuador but it does not show up in UI.

EXPECTED BEHAVIOR
-----------------------
Expects to address labels changed to Spanish.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to setup and maintenance and search for Ecuador in Address Formats, and change the labels.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot see Spanish labels for address.
