Payment Netting Activity not available in List of Values under task - Manage Receivable Activities

We want to apply a receipt against a receipt by going to > Receipts UI > Actions > More > Apply Receipt to a Receipt.
When we apply an on account receipt to the new receipt and try to save it , we get this error:

When we go to Manage Receivable Activity to define a receivable activity for Payment Netting ( as per notes provided by Oracle), we cannot find the activity type - payment netting in list of values to define the same.

You must assign a general ledger account to the payment netting activity. (AR-856100)
