Goal

Requirement is to auction the scrap material which is typically in tons. The process should support ability for a potential buyer to bid for scrap. 

This is typically called Reverse auction, a REVERSE AUCTION is used to procure goods with lowest cost and not with highest cost. 

For Scraping the material, we say FORWARD AUCTION (SELLER NEGOTIATION) will be used.
