ODI Studio Fails to Connect to the Repository With ODI-10199 and JPS-00176 Errors (Doc ID 2438368.1)

Symptoms

When attempting to log into ODI Studio, the following errors occur.

ODI-26130: Could not connect to repository
oracle.odi.core.security.BadCredentialsException: ODI-10199: Incorrect ODI username or password.
Run into error oracle.igf.ids.IDSException: Operation error: entity=cn=users,dc=<domain> op=find mesg= while using identitiy store.
at oracle.odi.security.internal.ODIJPSHelper.translateNativeSecurityException

and

oracle.odi.core.security.BadCredentialsException: ODI-10199: Incorrect ODI username or password.
JPS-00176: Service instance of JaasLoginService is in state Init that does not allow invocation of getLoginContext.
at oracle.odi.security.internal.ODIJPSHelper.translateNativeSecurityException
