Goal

There is only one database allowed to be created in a VMDB in OCI (not in case of Bare Metal DBCS instance). In this case, it may be desired to create multiple PDBs in an OCI VMDB system's CDB database.

But, the available command "dbcli create-database" does not create a PDB but gives an option to create either a non-CDB or a CDB database only. In this case, how can a PDB be created in OCI VMDB CDB?
