Symptoms
Charge account on requisitions defaults blank even though the employee has an expense account set up in their profile.
STEPS TO REPRODUCE

The issue can be reproduced at will with the following steps:
1. Set up User record with expense account
2. Create requisition
3. Charge account on requisition is blank
