TCC: Import Successfully Creates New User, But The Specified User Type Is Missing (Doc ID 2438791.1)

Symptoms

PROBLEM:

A User Net-Change import successfully creates new users, however these users do not have the User Types that were specified in the import.

ERROR: 

No error is returned - the User is successfully created in the zone.

STEPS TO REPRODUCE:

The issue can be reproduced at will with the following steps:

1.  Run User Netchange Setup
2.  Run User Netchange Computation
3.  Observe that user records are successfully created without a User Type in spite of value being correctly provided in input file.

Changes

 The order of the fields/columns in the ld.xml may have been changed, or a new Search Key field was selected.
