Benefit- Evaluation (60 Day) Waiting Period

Within client organization there is a 60 day waiting period before benefits start; for new and some rehired employees. Client already tried several solutions and the waiting period is not being applied to some employees; no all. Two of their possible causes are: there is a formula attached to the rehire/hire events, also, it could be it could be turning off when employee are making changes in self service. Client attached some documents with some initial information. Client tried to duplicate on their end and it keeps working correctly, client having trouble duplication this error. Client asked a new hire to comply with a SQL trace to see if it is indeed happening on a self service side.
