Unable To Stop Compute Instance (Doc ID 2438951.1)

The user is having issue getting into one of the compute node. The user tried stopping the instance by going to the Orchestration tab and select Terminate on the instance orchestration. It is now in Stopping mode for the last 20 minutes.
Cannot login to the VM using Putty.

Need to mount the volume on a linux instance.
