Error 'SERVER ERROR 404 - File or directory not found' When Attempting to View a UPK in Standard View

When attempting to access a User Productivity Kit (UPK) in Standard View, the following error occurs. In Classic View the user is able to open the UPK with no problems.
404 - File or directory not found.
The resource you are looking for might have been removed, had its name changed, or is temporarily unavailable.
The issue can be reproduced at will with the following steps:
- In Standard View, navigate to Project: Example Pipeline Project - Home.
- Navigate to Transmittal-Deliverable-Turnover BP Logs > Professional Services Deliverables.
- Click Help > User Productivity Kit.
- Note reported error.
