Some Users Can not Login Through SSO After Upgrade to Release 13 Update 18B August Maintenance Patch (Doc ID 2440099.1)

    Some users can not login to fusion application through SSO after patching or upgrade


Steps to reproduce:

1. Login to customer IDP, access fusion application link

2. Some users will get following login popup window from fusion


  The server is asking for your user name and password. The server reports that it is from Identity Assertion



 Customer environment is upgraded to fusion application release 13B ( August maintenance patch
