Symptoms

Unable to create Netting Settlement.
Legal Entity is not available in Manage Netting Settlement UI.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Receivables>Accounts Receivable>Manage Netting Settlement
2. Try to create a Netting Settlement but List of Values is Blank for Legal Entity
