Unable to create an NIR for an item.Facing an issue when we click on "Save and Edit"

Symptoms
On : 11.13.18.02.0 version, New Item Requests and Change Orders
ACTUAL BEHAVIOR
---------------
After entering the item details when we click on Submit , it prompts to NIR creation UI in which we give the details of NIR number , NIR name and click on "Save and Edit".
At this time NIR is not getting created.
EXPECTED BEHAVIOR
-----------------------
After we click on "Save and Edit" button, NIR UI will be open.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Create an item using Item class ABC_IC
2.Enter data in the required fields and click on Submit button.
3.In NIR popup dialog click on Next button.
4.Enter NIR name and description.
5.Click on Save and Edit button
