Does the system allow a Line Manager to create an SR on behalf of a worker in their hierarchy? The user logged in as Line Manager and tries to select one of direct report in the primary contact field, but the search result does not show any direct reports.

1. Login as Line Manager
2. Click on Create a New Service Request
3. Click on Primary Point of Contact field to select direct report
4. Search result does not show any direct reports.
