Symptoms
On : IDCS, Oracle CPQ Cloud Integration
When attempting to:
Assign an IDCS user to the CPQ application an error is returned to the user interface;

"Account creation failed"
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create user in IDCS
2. Attempt to assign IDCS user to the CPQ application
3. Receive "account creation failed" error message at the UI.
