Symptoms

OCEC Download API returns invalid file name instead of the original file name.  For example when trying to download "xxxxx.pdf" file and API returns as "download.pdf" or "response.pdf".

Steps to Reproduce:

Used a GET request to download a pdf file in POSTMAN as follows:
https://<cec instance>/documents/api/1.2/files/xxxxxx/data
This is a pdf file that has a name called xxxxxx.pdf
The Save dialog box has the File Name listed as "download.pdf"
