Default Flagging Status Within OSN Conversation For All Users

When updates are made to Oracle Social Network (OSN) conversations, users can assign a flag such as "For Your Information", "Please Reply" or "Please Reply - Urgent" to other users. By default, messages are not flagged.
Is it possible to assign a default flag, so that all OSN users are automatically flagged?
