Symptoms

When a requisition approver does not approve and it escalates, the application is escalating the requisition approval to the approvers previous manager and not their current manager.

Steps to Reproduce
-----------------------
The issue can be reproduced at will with the following steps:
1. Requisition is submitted
2. Requisition is not approved
3. Requisition Escalates per Escalation
4. Requisition is escalated to the previous approver/manager
