On : 11.13.18.05.0 version, Global Payroll
When attempting to add DE bank account when creating personal payment method
the following error occurs.

"Enter a value in the field International Bank Account Number with the following number of characters: 24. (CE-660080)"
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigator - Person Management - search for employee;
2. Manage Personal Payment Method - add a new one;
3. Create Bank Account ;
4. Error returns.
Details:
Not able to enter a DE IBAN Number for a German employee who has transferred Czech Republic.
We have an employee who was based in Germany (with a German bank account/ IBAN) who has been transferred to work in the Czech Republic. When we enter his valid DE IBAN number (22 characters), we are getting an error message that the IBAN is not valid and must be 24 characters.
A CZ IBAN is 24 characters, but the employee is German and has a DE IBAN.
