Submitting an NIR Results in the Following Error Message "Validation Threshold Limit Reached. Invalid Entities Still In Cache" (Doc ID 2441560.1)

When trying to submit New Item Requests, the following error messages are encountered:

"An application error occured. See the incident log for more information"
"Validation threshold limit reached. Invalid Entities still in cache."

The issue can be reproduced with the following steps:
1. Product Information Management > Create Item > Enter required information (Organization, Item Class)
2. Open Item Page > Enter item information > Save
3. Submit
4. New Item Request Pop Up opens > Click "Create New Item request" > Next
5. Create New Item Request Pop Up opens > Enter Number and Name > Click Save and Edit
6. Error
