Unable to delete the element eligibility

We created a element with an input and made entries for an employee, later we needed additional inputs for the element so we removed the element entry and when we try to delete the eligibility it throws error stating that it cannot be done as in the screenshots.
How are we supposed to work on the system if such is the case as there can be many trial and errors while configuring the system ?

Error faced:
The element eligibility record cannot be deleted, because it would invalidate existing element entries with effective start dates in the future. (PAY-16357556)
Cause: an element eligibility record cannot be deleted or end dated when one or more element entries it qualifies have a start date that is after the deletion date or end date. For example, {1} has an element entry with an effective start date of {0}.
Action: Delete all entries starting after the current system effective date then try again, or do not delete the eligibility record.
