Steps to duplicate
1. Create a requisitions for a good line with
Deliver-to location: Location A
Deliver-to address: Location Address
save, submit for approval, approve it.
2. Process Requisition > Create Order > Create a purchase order
Default Ship-to Location = Location B
save, submit for approval, approve it
3. Go to Receive Items
Search on Purchase Order number
Press Receive
4. In Create Receipts > select Submit
An error is returned

The value provided for the Receiving location attribute is invalid. Value provided: 300000035617794 (RCV-2445166)
Manage Receiving Parameters , Ship-To Exception Action = Reject
