What is right trigger to delete Opportunity?

On : 18.104.22.168.0 version, Opportunities
Customer don't want the user to delete the Opportunity.
So they wrote a validation script
Trigger : BeforeDelete
Message : Opportunity cannot be deleted. Please contact your CRM Administrator
//throw new oracle.jbo.ValidationException('Opportunity cannot be deleted. Please contact your CRM Administrator.')
Now when customer tries to delete the Opportunity they get the message 'Opportunity cannot be deleted. Please contact your CRM Administrator', but the Opportunity is gone from UI.
However, when customer comes back again they see the Opportunity again.
Customer mentioned that they are seeing this behavior after Rel 13 upgrade.
