When We Execute An ECO To The "scheduled" State, It Cannot Be Upgraded To The "completed" State (Doc ID 2441918.1)

ACTUAL BEHAVIOR
---------------
When we execute an ECO to the "scheduled" state, it cannot be upgraded to the "completed" state
In the PIM, set the automatic upgrade from "scheduled" to "completed", but when ECO was executed to "scheduled" and the request was successfully completed, ECO did not upgrade to "completed" after the effective time arrived.




EXPECTED BEHAVIOR
-----------------------
Change order status should be prompted from schedule to complete


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a ECO
2. Change the status to approval
3. Once approved it gets submitted for schedule
4. Engineering change order type such as status "Schedule" gets prompted to "Complete" which is not working in this case.
