When attempting to Receive Inter Org Receipt Following error occurs

The issue can be reproduced at will with the following steps:
1.Create Inter Org Transfer from to
2. Navigate to Receive Expected Shipments
3. Select a record and click on receive
4. Try to enter the quantity get error message
